What is the political make up of the country of Uganda? The country is organised by a series of Resistance Councils, known as R.C.s which represent neighbourhoods, through districts and areas up to R.C.6 which is the Parliament. Election to these Councils is on a pyramid style consensus basis and works on the system of 'who is the best person for the job' and not on a party political basis.

The President, as head of State, appoints the various ministers, and currently does so without recognition of party political background, but with consideration of the abilities of the people in question!
